Just wondering if anyone can recommend a good digital photo program that allows me to make videos that include music? I'm trying to avoid buying one that cost $400 or more.

If you mean turning still pictures into a video then either the previously mentioned product, or for more features, try Adobe Premier Elements which is around $100 (maybe less). But if you mean editing actual video, then Adobe Premier Elements is likely your best choice.
