| The froggy pool police will be in full effect this summer and will target families that buy smaller above ground pools for their kids to splash around in the backyard or where ever. If you dont have a fence built around it you will be charged 150 dollars. Mr. Fritz must be bored and feels like handing out some fines and showing his power.

If you own a "kiddie" pool be aware - there are laws in place to keep your and other local kids safe. Norfolk's Chief Building Official Fritz Enzlin says those plastic or blow-up pools are subject to the same regulations as permanent back-yard pools. The law requires anything less than 4 feet above ground to have a fence around the yard. Enzlin says local retailers have been reliable in making people aware of the rules upon purchase of a pool. Homeowners who do not abide by the law are subject to a 150 dollar fine. | |

| Rain barrels are next, don't leave a glass of water in the back yard. We're infants, and we need to be taken care of 100% of the time, with everything. Thank God for the more noble members of government.... where would we be without them? | |

| Bureaucrats and and public servants are apt to create work for themselves unless there are checks and balances in place to curb that phenomenon. They respond to the strong inclination to preserve their jobs and justify their existence. This leads to these crazy inane laws where we are indeed over-regulated, over-governed and over-licensed. - | |

| ...they can drown in a glass of water too...which is precisley my point. I'm for "pro" kids drowning, but please any amount of water in any sort of container is a potential drowning hazard. They are getting carried away! | |

| When I first read the post I thought you where talking about the little 2 ring "kiddie" pools the ones that you fill in the a.m. and hope the water is warm by the afternoon. But what I think they are talking about are the large pools that you can get at CT, Sears and Wal-mart to name a few, they require a pump, and are about 4 foot high. Yes I do think they should be fenced. If you need a ladder to get in then yes, if you buy a hard sided above ground pool it has to be fenced in so why not these. I know it was on the news last year about the drownings in these pools because of the lack of fencing. And as far a "government" always looking after us, if a lot of us weren't so stupid 99% of the time they wouldn't have to. Yeah, you know the rules, your kids know the rules BUT what about the A******** down the street or road. | |

| I think they want to change the bylaw to include the small kiddie pools. To me it is simple enough to empty the pool when it is not in use. And when it is being used then supervision needs to be provided. A childs life is sacred and we need to do everything we can to protect them. | |

| I saw a fence around one of those blue mushroom inflatable pools last year on Brantford Road. The fence had an opening/ space at the bottom about 18 inches high! Must have run out of wood! | |

| We put in a kiddie pool a few weeks back for our dogs to play in, one of those hard plastic ones from Canadian Tire. Never once thought about a fence, although that half of the yard is fenced and we live in the country. We done that last summer when we moved into this place so the dogs cannot get out and others cannot get in. Speaking of pools, do farmers have to fence in around their irrigation ponds? We've been considering putting in a large tank, sunken into the ground for the dogs so they would have their own pond in the fenced in yard area for swimming, hmmm, will have to look into whether we'd need a higher fence or not if we done something like that. I think those big plastic tanks hold something like 1,100 liters of water. And, are the rules different for pools/fencing if you live in town or if you live in the country side? | |

| We basically have the same thing for our dogs. The yard is fenced in but the pool is generally only filled while we are in the backyard. As for country/town, I would thing the law is different. In town you have more people packed closer together thus a bigger chance to have a child get in trouble. Country is spread out. Otherwise I would assume farmers would have to fence their ponds in as well. | |

| What about farmers why don't they have to put a fence around their ponds? Just because their farmers? that's BS. Anyone can drown in their ponds as well as anyone's pool. Just a thought for the judge to decide. | |

| If a pool is capable of holding 18 inches of water it requires a fence as laid out in the bylaw. the fence requires a gate that is self closing and self latching and is to be locked when not in use. This is the same as it was 6 years ago when I put my inground pool in. Prior to that I had a pool that was self inflateable that was 30 inches deep and had a small pump. It cost me more than twice the pool cost to fence the pool to comply with the bylaw at that time. The bylaw enforcement officer obviously has not been enforcing this on the inflateable pools, cause I have seen them everywhere either not fenced or improperly fenced. Look at the Halmo mansion across from Cherry Street, on Norfolk street south. It had this wonderful pressure treated lattice type of structure built around the inflateable pool in plain view of the norfolk street traffic. This structure does not comply and yet they had it there for a couple of years. The structure has large opennings and rungs that could be used like a ladder to climb into the pool enclosure. I always wondered why I had to pay a lot to properly fence mine and they did not (especially since they are obviously wealthier than I). I am glad to hear that the enforcement officer is going to enforce this bylaw so that everyone has to pay the same amount as the next guy. The bylaw used to require a four foot tall fence around a 52" tall pool, which I thought was a bit ridiculous, but I see that now has changed, as long as there is nothing to step on to gain access to the pool and the ladder is locked in the up position. | |
