New environmental fee on paints and other products

Has anyone heard of the new environmental fee being charged on certain items beginning August 1, of this year. When you buy paint, or paint products you are now charged an environmental fee at the till along with applicable taxes. I guess the government will be adding items to the list but for now it is paints and paint products, thinners, varsol, I guess it will be charged on car fluids like oil, transmission fluid, brake fluid etc. They are also charging this feel on lawn fertilizers, sprays for killing weeds, bugs etc. I was shocked when I was charged this fee today on my paint and I don't recall even reading about this new fee.

I never saw a thing about this fee in any of the papers I read. Wow, glad I had my painting done in July. Anybody know what the fee amount is? Is it per can, etc.?
